CIB arrest human traffickers enlisted in forced prostitution

The Criminal Investigation Bureau (CIB) yesterday cracked down on a human trafficking ring found forcing foreign runaway workers into prostitution in Maoli County.
Police arrested the ring's leader, surnamed Chang — reportedly a long-time pimp in the Maoli City area — and his cohort surnamed Hsu, who reportedly negotiated the sexual transactions and drove the sex workers around, along with twelve other members in charge of various tasks up the human trafficking hierarchy.
According to the CIB, the human trafficking ring tightly controlled the behaviors of all the girls, monitoring their whereabouts and appointments around the clock.
The ring's modus operandi targeted runaway foreign workers from Indonesia, Vietnam and South East Asian countries mainly because they knew such women were already wanted by the government and therefore difficult to trace, CIB investigation showed.
Chang, the chief suspect, reportedly used the entire Shishih District in Maoli City to operate a human trafficking and prostitution ring. The group provided everything that the women needed, including clothes, beauty products and food. The provision was used against the girls, especially when they attempted to refuse a transaction while they were on their period or asked to be spared a client, as it reminded them that they were in their trafficker's “debt.”
Police ambushed the 14 suspects in Maoli, Hsinchu and Chungli respectively, arresting the ring members and taking into custody 11 runaway foreign workers and two johns.
