Japan bans the access to child ornography, but possession remains legal

Hooray to the child advocates in Japan that the Japanese government finally takes a step in order to fight against child pornography and child prostitution in the country. According to a report on Tuesday, the government announced that it will take actions to deter the crime, including a step to block anyone's access to child pornography on the internet. As a result, the internet providers will be required to block the access to images that are in violation of child pornography and child prostitution law in the country.  The Japanese government also stated that it would enhance its efforts to increase counseling programs for children who are victimized by internet child pornography. 
Scope of the issue on global scale 
Thanks to the technology of high speed internet that Japan is not the only one that is affected by its own problem of child pornography. Because the internet connects people around the world so easily and closely to each other, anyone can get on the internet and find or even stumble upon the pornographic images of Japanese children and others that were posted by some pedophiles. One statistical report in fact shows that the size of the Japanese child porn floating around the internet world is not smallIn 1998, Interpol estimated that 80% of child porn were produced or distributed through Japan. According to another report in 2006, British internet watchdog said that the data over the past 10 year period showed that approximately 5% of the child pornography websites were hosted in Japan. Furthermore, the same research data said that it found more than 31, 000 websites worldwide containing illegal images of child abuse. And, around 51% of them were hosted in the United States. Sarah Robertson, IWF press officer, also stated that several Japanese networks were "found to be unwittingly hosting noncommercial websites containing child porn."
Possession of child pornography is still legal
So, just because the Japanese government will step up to ban the access to child pornography, it does not mean that the fight against child pornography in Japan as well as others is over. In fact, possession of child pornography in Japan remains legal as  the ruling Democratic Party in Japan refuses to completely ban against child pornography. The ruling party argued that banning a possession of child pornography will be infringing one's freedom of expression.  Neither, does banning one's access to child pornography mean eliminating the child pornography that have already been generated and distributed from Japan to the rest of the world prior to the ban. Once it is distributed on the internet, it is highly likely that the pictures are available for anyone around the world to see. True, Japan has come a long way in its fight against child prostitution and pornography. But, without banning the possession of child pornography in Japan, the effectiveness of the new legislation remains questionable.
