4300 human traffickers nabbed in two years


Islamabad—Federal Investigation Agency (FIA) has nabbed more than 4300 human traffickers during two and half years as part of its campaign to combat illegal immigration to other countries.

The number of human traffickers arrested during 2009 was 1755, in 2010 1779 human traffickers were arrested and 800 human traffickers have been arrested by June last year, an official source said here on Sunday.

Giving details, the official said the FIA has adopted numerous measures during the period to control illegal immigration of Pakistanis to Europe and other destinations.

Similarly, the Agency also took stern action against smugglers, facilitators and sub agents and arrested 44 Most Wanted Traffickers (MWTs) in last two years which included 26 in 2009, 16 in 2010 and 02 in 2011.

Special campaign for arrest of Proclaimed Offenders (POs) and Court Absconders (CAs) is also frequently launched to eradicate this menace, he said.

Mentioning some steps undertaken to bring illegal migration at zero level, the official said FIA’s Anti Trafficking Sub-Circle, Gujrat has since been established and declared as Police Station vide Ministry of Interior Notification.

He said the Agency has also established Anti Trafficking Units at Provincial Police HQs for combating internal human trafficking.

The establishment of Inter Agency Task Force (IATF) had helped intercepted 10,703 illegal migrants in 2008, 5601 in 2009 and 3434 in 2010.

A Joint Working Groups has also been established with each countries : Oman, United Kingdom, Turkey and Australia.

A Trilateral Group : Pakistan - Iran - Turkey and Pakistan - Turkey - Greece was also established.

Similarly, a Quadrilateral Group : Pakistan - Iran - Turkey - Greece and Pakistan - Afghanistan - Iran - Turkey was formed to control the menace.

He said the Agency has also replaced Personal Identification Secure Comparison Evaluation System (PISCES) with Integrated Border Management System by (IBMS) having biometric facility.

The official said FIA was vigorously pursuing cases of human smuggling in courts, adding that in 2009 13,581 were challaned and 4472 were convicted while in 2010 11370 were challaned and 3377 were convicted.

He said the other measures were establishment of Immigration Liaison Office in Muscat, Oman, installation of Human Trafficking Information Unit, installation of Case Monitoring System (CMS), coordination with Provincial Police, establishment of provincial Anti Trafficking Units and establishment of immigration check-post at Border Point - 250 in Balochistan.

Moreover, effective coordination was being promoted with NGOs for public awareness campaign by conducting meetings, seminars, documentary, walks, pamphlets, theater in rural/urban areas to control the menace. He said capacity building of immigration staff in coordination with international community was also being conducted. FIA has established Immigration Intelligence Unit at its Headquarters with the help of British High Commission.

The official said a proposal for establishment of Border Liaison Office (BLO) is also underway through SAARC and Dubai Process at Durand line. He said 12 Pakistani were killed while trying to enter Europe illegally via Turkey in last two years.—APP
