The Eastenders star, 51, tackles the worrying issue in his latest documentary series and urged parents and youngsters to take responsibility for others - because the police can only handle “the tip of the iceberg”.
In Ross Kemp’s Britain, the actor met law enforcers and campaigners working in the field as well as victims.
He explained: “Over the last ten years I’ve investigated some of the darkest subjects in some of the most dangerous parts of the world.
“Now it’s time to take a hard look at my own country.
“One in 20 children in this country have been sexually abused and one in three girls aged between 13 and 17 with boyfriends have been abused by those boyfriends.”

But the tough nut learns from police that the problem is too big for the force to tackle alone.
Chief Constable Simon Bailey from Norfolk, the national lead on child sexual exploitation, tells him that the issue is spiralling out of their control.
He said: “Last year, there were 72,000 allegations of child sexual abuse - an 88% increase since 2012.
“But it’s the tip of the iceberg and there is no doubt in my mind that more abuse is being perpetrated.

“At this moment of time it’s showing no sign of abating.
“This is not solely about the police service, we now have to start looking at this from a fundamentally different perspective”

“I think it’s not just the police service that has a responsibility here, because by the time the victim comes to the police service to report the fact they’ve been abused, the damage has been done.
“This is not solely about the police service, we now have to start looking at this from a fundamentally different perspective.
“Everybody has a responsibility to tackle what is becoming the biggest problems of the 21st Century.”
Ross adds: “If the police’s leading expert into child abuse is telling us that this is just the tip of the iceberg, then this isn’t just a problem for police, it’s a problem for all of us.”
During the programme, Ross meets a number of victims of sexual exploitation and hears their stories.

One 15-year-old sobs as she describes the abuse at the hands of her boyfriend, who forced her to act out pornography and even use his parent’s sex toys.
She explains: “We were having sex one day and he said it wasn’t good enough.
“And he showed me some pornography and said that’s how we should do it.
“All the positions, I had to do.”
The actor added: “We have to educate them and ourselves to understand what child sexual exploitation actually is and to recognise the warning signs.”
